Permits transfer of rental fleet license tags between vehicles within the same fleet during a registration year if the replacement vehicle meets specified conditions, with a $5 transfer fee.

Defines "rental fleet" as a group of 200+ private carriers of passengers, light carriers of property, trailers, semitrailers, or vehicles exceeding 10,000 pounds gross vehicle weight owned/leased by a corporation and exempt from ad valorem taxation.

Allows remaining privilege tax paid on a removed fleet vehicle to transfer to its replacement vehicle with no additional tax liability for the remainder of the registration year.
