• Requires individuals or entities acquiring vehicles for scrapping/dismantling to perform preliminary background checks using MARVIN (Mississippi Automated Registration Vehicle Information Network) to verify title validity, registration status, and unencumbered liens before purchase.

• Increases the minimum vehicle age requirement from 10 to 13 model years old and adds a requirement that the vehicle has not been registered for at least the previous 3 years for owners without current titles to transfer vehicles for scrapping.

• Provides scrappers and dismantlers access to MARVIN upon payment of a $100.00 annual fee to the Department of Revenue for investigating vehicle titles, registrations, and lien status.

• Establishes a "Motor Title and Registration Enforcement Fund" in the State Treasury to collect fees and fines, with revenues used for enforcement officers' salaries, fringe benefits, and implementation costs under the Motor Vehicle Services Bureau.

• Creates an enforcement division within the Motor Vehicle Services Bureau with authority to employ law enforcement officers and personnel to administer and enforce motor vehicle title laws.
