Dissolves the current Board of Trustees of the Department of Archives and History effective July 1, 2024, and replaces it with a new 9-member board consisting of 5 trustees appointed by the Governor and 4 trustees appointed by the Lieutenant Governor.

Requires the Governor and Lieutenant Governor to communicate all newly appointed board members to the State Senate for confirmation, with the Senate able to reject appointees and requiring the appointing official to fill vacancies accordingly.

Changes the director selection process from a 6-year elected term to annual appointment by the board of trustees, subject to approval by the Governor before becoming effective.

Maintains the 6-year service term for trustees and requires Senate confirmation for all newly appointed members following the initial July 1, 2024 appointments.

Allows the board to annually elect a secretary by simple majority vote, who may be a board member, director, or other department employee.
