Adds demolition and removal of structures, property, and debris designated as slum or blight by the Capitol Complex Improvement District Advisory Committee as an authorized improvement project, provided private property owners receive due process.

Allows the Department of Finance and Administration to pay for improvement projects from any funds appropriated by the Legislature, not limited to the Capitol Complex Improvement District Project Fund.

Expands the definition of "improvement projects" within the Capitol Complex Improvement District to include public health and safety infrastructure improvements as determined necessary by the Executive Director.

Effective July 1, 2024.
