Allows counties with populations under 22,500 (based on most recent federal decennial census) to opt out of requiring construction permits in unincorporated areas by majority vote of board of supervisors before December 31, 2024; opt-out effective only until July 1, 2029.

Allows municipalities with populations under 7,500 to opt out of requiring construction permits by majority vote of governing authority by December 31, 2025; opt-out effective only until July 1, 2029.

Increases the monetary threshold for "remodeler" definition from $10,000 to $12,500 in total cost of improvements to an existing residence.

Establishes alternative licensure procedure for construction managers and certain subcontractors (electrical, plumbing, mechanical, HVAC) allowing licensing without examination if applicant: holds municipality/county license with standardized exam passage, or demonstrates 5+ years experience with required reference letters and video course completion; alternative procedure expires June 30, 2025.

Requires all construction permits to include contractor's tax identification, material purchase certificate, and contractor's license or certificate of responsibility number on their face.
