Authorizes issuance of state general obligation bonds not to exceed $7,000,000 to assist the Board of Supervisors of Clay County, Mississippi with capital improvements including road repair, paving, resurfacing, and county courthouse renovation.

Creates a special fund called the "2024 Wilkinson County Road and Bridge Improvements Fund" to receive bond proceeds and disburse funds for authorized projects under discretion of the Department of Finance and Administration.

Establishes the State Bond Commission as the issuing agent with authority to determine bond terms including maturity (not to exceed 25 years), interest rates, redemption options, and sale method.

Pledges the full faith and credit of the State of Mississippi to guarantee bond repayment, with any deficiencies paid from the State Treasury; bonds are exempt from state taxation.

Authorizes bond issuance until July 1, 2028, with any remaining funds after project completion applied to debt service on the bonds.
