Increases the authorized amount of general obligation bonds for the Commerce Park Connector project in Ridgeland, Mississippi from $2,000,000 to $12,000,000 (a $10,000,000 increase).

Bonds will fund preconstruction, design, engineering, land acquisition, right-of-way acquisition, construction and development of the Commerce Park Connector project extending from Lake Harbour Drive to Highland Colony Parkway.

Extends the deadline for bond issuance from July 1, 2025 to July 1, 2028.

Establishes a special "2021 Commerce Park Connector Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs under direction of the Department of Finance and Administration.

Bonds are secured by the full faith and credit of the State of Mississippi and are exempt from state taxation.
