Appropriates $39,973,517.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for support of designated institutes, laboratories, and programs for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Appropriates $57,442,124.00 from federal, student fees, and other special source funds to support the same institutions and programs for fiscal year 2025.

Allocates $175,000.00 of Gulf Coast Research Laboratory funds for Sea Grant matching, with proportional reductions if budget cuts are imposed by the Governor.

Designates $1,500,000.00 from Section 1 appropriations for the National Center for Cannabis Research and Education at the University of Mississippi's Research Institute of Pharmaceutical Sciences for data analysis and educational initiatives.

Allocates $500,000.00 from the Capital Expense Fund for fire detection and suppression system repairs at the IHL Education and Research Center, with remaining funds available for other repairs and maintenance.
