Appropriates $7,851,172.00 from the State General Fund for Alcorn State University Agricultural Research, Extension, and Land-Grant Programs for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes an additional $335,000.00 from special source funds and Education Enhancement Fund, with $170,000.00 for Agency Operations and $165,000.00 for the Poultry Sciences Academic Research Center.

Allocates $300,000.00 from general funds for the Poultry Sciences Academic Research Center and $715,000.00 for Agricultural Research and Extension programs including poultry, animal, and environmental sciences.

Prohibits general funds from replacing withdrawn federal or special funds previously used for salaries and requires the agency's fiscal year 2026 budget request be submitted in comparable format and detail to the fiscal year 2025 request.

Directs preference to Mississippi Industries for the Blind in competitive bidding when terms are equal and requires expenditures comply with state spending restrictions.
