Appropriates $33,536,601.00 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes $14,444,984.00 in expenditures from special source funds, with $1,150,000.00 derived from the Education Enhancement Fund.

Allocates $100,000.00 from the Capital Expense Fund to assist with costs of administering the Mississippi Youth Preparedness Initiative.

Establishes performance targets for five emphasis areas: Agriculture (270,000 direct educational contacts), Family & Consumer Education (205,000 contacts), 4-H Youth Development (178,000 contacts), Business & Community Development (88,000 contacts), and Natural Resources & Environment (370,000 total contacts).

Requires the agency to provide programs in all five emphasis areas in each county and prohibits use of appropriated funds to replace withdrawn federal or special funds for authorized salaries.
