Appropriates $6,229,585.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation and maintenance of the Forest and Wildlife Research Center for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes expenditure of $2,364,652.00 from special source funds for the Forest and Wildlife Research Center, including $450,000.00 from the Education Enhancement Fund.

Allocates $1,000,000.00 from the Capital Expense Fund for Deer Lab renovations.

Prohibits use of general funds to replace withdrawn federal or special funds previously used for salaries and requires special source funds from federal grants or donations to be reported to the Legislature.

Takes effect July 1, 2024.
