Appropriates $20,659,580.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for the College of Veterinary Medicine at Mississippi State University for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes $50,847,686.00 in special source funds expenditure for the College of Veterinary Medicine, including $750,000.00 from the Education Enhancement Fund and $18,000,000.00 from the Mississippi State University Veterinary School Fund.

Designates $125,000.00 for testing, programming, and personnel expenses related to Chronic Waste Disease research.

Allocates $60,000.00 for scholarships under the Dr. Elton Mac Huddleston Rural Veterinarians Scholarship Program.

Establishes performance targets for instruction, research, public service, and facility operations, including 95% of DVM graduates passing the NAVLE exam and 95% employment within 12 months of graduation.
