Appropriates $51,952,895.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for financial aid scholarship, loan, and grant programs for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes $5,350,000.00 from federal funds, grants, donations, and other special sources for the same financial aid programs and the Mississippi Office of Student Financial Aid.

Suspends new applications for seven specific loan and grant programs (Southeast Asia POW/MIA Grant, Public Management Graduate Internship, State Medical Education Loan, State Dental Education Loan, Graduate and Professional Degree Forgivable Loan, Health Care Professions Forgivable Loan, and Family Protection Specialist Social Worker Forgivable Loan) effective July 1, 2024.

Allocates $70,000.00 for the Speech-Language Pathologists Loan Forgiveness Program and designates $3,000,000.00 from the Education Enhancement Fund for the FAITH Scholarship Program and William F. Winter and Jack Reed, Sr., Teacher Loan Repayment Program.

Requires annual reporting to the Legislature detailing recipient numbers, total awards, average award amounts, institution-by-institution assistance data, and loan repayment status for each program; prohibits institutions from issuing transcripts to students with outstanding loan repayment obligations.
