Appropriates $193,774,571.00 from the State General Fund and authorizes $1,718,569,436.00 in expenditures from patient fees and special source funds for the University of Mississippi Medical Center for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Requires the medical center to maintain its School of Medicine, School of Dentistry, School of Nursing, School of Health Related Professions, School of Population Health, Teaching Hospital, and Medical Center Service Area, with accounting of expenditures provided to the Legislature.

Allocates $2,170,000.00 for Rural Physicians Scholarship Program (including $35,000.00 for psychiatrist scholarships), $420,000.00 for Rural Dentists Scholarship Program, and $280,848.00 for administration of these programs.

Provides $4,750,000.00 from General Funds and $4,250,000.00 from special source funds for the Cancer Institute; $3,000,000.00 for the MIND Center; $1,349,998.00 for the Children's Safe Center; and $1,200,000.00 for the Child Health and Developmental Promotion Fellowship Program.

Reappropriates $2,292,839.00 in Capital Expense Funds for the Asylum Hill Project and allocates $100,000.00 from the Capital Expense Fund to create the Mississippi Rare Disease Advisory Council.
