Appropriates $6,281,400 from the State General Fund and $120,202,884 from the State Treasury to the Mississippi Community College Board for administrative expenses for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes 46 permanent positions for the Mississippi Community College Board with funding constraints prohibiting replacement of withdrawn federal or special funds.

Appropriates $50,831,802 for the Workforce Education Program and Industrial Training, with commitments requiring approval from the Executive Director and based on training services provided rather than fixed funding amounts.

Allocates $26,500,000 from the Education Enhancement Fund for construction, repair, and equipment upgrades at Career & Technical Education Centers and Workforce development centers across multiple school districts and community colleges.

Directs $30,000,000 from unemployment compensation contributions to the Workforce Enhancement Training Fund and $30,000,000 from postsecondary vocational and technical funds transferred from the Mississippi Department of Education.
