Appropriates $220,345,746.00 to the Office of State Aid Road Construction of the Mississippi Department of Transportation for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes 54 permanent positions and establishes personnel expenditure controls, requiring the State Personnel Board to ensure salary actions comply with available funds and legislative budget determinations.

Allocates up to $40,000,000 for the Local System Bridge Program (LSBP) to replace structurally deficient bridges on the local system.

Establishes performance targets for fiscal year 2025 including: letting 75 state aid projects and 5 federal projects to contract, completing 30 state aid and 20 federal projects, replacing or repairing 85 bridges, and maintaining administrative costs at 5% or less of construction costs.

Requires the agency to notify state legislators at least five days prior to project awards in their districts and to include signage crediting the Mississippi Legislature and the legislative term in which projects were funded.
