Appropriates $362,783.00 in special funds to the State Board of Architecture and Landscape Architecture Advisory Committee for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes 2 permanent positions and 0 time-limited positions for the board.

Requires the agency to ensure fiscal year 2026 personal services funds do not exceed fiscal year 2025 appropriations unless new programs or positions are added by the legislature.

Mandates the agency maintain complete accounting and personnel records in the same format as fiscal year 2024 and submit budget requests in comparable detail.

Establishes that the Mississippi Industries for the Blind shall receive preference in competitive bidding when all factors are equal, and requires compliance with state appropriation and expenditure limitations.
