Appropriates $4,310,050.00 in special funds to the Mississippi State Board of Public Contractors for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes 18 permanent positions and 0 time-limited positions for the agency.

Allocates up to $2,300,000.00 for enforcement activities, private collection services, and administrative costs related to collections under Section 31-3-21.

Requires the agency to maintain complete accounting and personnel records in the same format and detail as fiscal year 2024 and restricts personal services expenditures to not exceed fiscal year 2025 appropriated amounts unless new programs or positions are added by the Legislature.

Establishes that the Mississippi Industries for the Blind shall receive preference in competitive bidding when bids are equal in price, quality, and service.
