Appropriates $424,349,537.00 from the State General Fund and $38,680,127.00 from special funds to the Mississippi Department of Corrections for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Allocates funding across multiple divisions including Central Office ($41,498,873.00), Medical Services ($109,508,231.00), Private Prisons ($68,467,753.00), Parchman ($40,437,871.00), and Community Corrections ($40,666,277.00), with specified permanent and time-limited positions for each.

Authorizes the Department Commissioner to transfer up to 25% of authorized budgets between and within departments with written justification submitted to the Legislative Budget Office and Department of Finance and Administration.

Establishes performance targets for fiscal year 2025 including inmate recidivism rates, parole numbers (4,000), educational program slots, and incarceration costs per inmate ($53.26 annual average).

Provides $7,500,000.00 from the Capital Expense Fund for purchasing and repairing doors and locks at Walnut Grove and East Mississippi Correctional Facilities, with $2,400,000.00 allocated for probation and parole monitoring technology.
