Appropriates $26,715,410.00 from the State General Fund to the Mississippi Department of Information Technology Services for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Appropriates $25,187,878.00 from special funds to the Department of Information Technology Services for telecommunication services, data center services, and information technology services to state agencies.

Authorizes 132 permanent positions for the Department of Information Technology Services with personnel service restrictions preventing FY2026 salary increases unless new programs or positions are added by the Legislature.

Appropriates $11,968,985.00 from the State General Fund to the Wireless Communication Commission for fiscal year 2025 and reappropriates $8,638,705.00 from the Capital Expense Fund for the statewide refurbishment of the Mississippi Wireless Information Network (MSWIN) system.

Allocates $3,700,000.00 from the Capital Expense Fund to the Department of Information Technology Services for upgrades, maintenance, and refresh of the Statewide Payroll and Human Resource System (SPAHRS).
