Appropriates $5,640,041 from the General Fund and $5,688,035 from special funds to the State Veterans Affairs Board for fiscal year 2025, with 40 permanent and 26 time-limited positions authorized.

Appropriates $6,357,359 from the General Fund and $74,231,360 from special funds to Mississippi State Veterans Homes for fiscal year 2025, with 308 permanent and 389 time-limited positions authorized.

Allocates $250,000 to provide care for indigent/low-income Mississippi veterans and nonveteran surviving spouses in state veterans homes under the "Hilton R. 'Jack' Vance Act of 1997."

Reappropriates $3,200,000 in Capital Expense Funds for operational costs at the Tradition State Veterans Home and allocates $2,500,000 from the Capital Expense Fund toward constructing a new Veterans Home in Rankin County over three years to replace the Jackson Home.

Authorizes the Executive Director to transfer up to 25 percent of combined budgets between the board and homes, requires submission of transfer justifications to the Legislative Budget Office and Department of Finance and Administration, and establishes personnel expenditure limits.
