Appropriates $9,146,453.00 from the State General Fund and $5,038,458.00 from special funds to the State Department of Audit for fiscal year 2025 (July 1, 2024 - June 30, 2025) to conduct audits and investigations of public offices.

Authorizes 156 permanent positions and establishes performance targets including auditing 65% of county governments through CPA firms and 35% through the Office of the State Auditor, recovering $600,000 in embezzled/misspent funds, and completing 10 performance audit reports.

Allocates $30,000 for CPA Review Course fees for State Auditor employees and $200,000 for the Accountancy Fellowship Program, with funds reimbursed by participating employees over 12 months.

Authorizes the State Auditor to escalate and expend funds from any source to comply with the Single Audit Act of 1984 and permits up to $1,000,000 from the Federal Equitable Sharing Program for nonbudgeted law enforcement purposes.

Requires the agency to maintain complete accounting and personnel records in the same format as fiscal year 2024 and submit budget requests to the Joint Legislative Budget Committee in comparable detail.
