Appropriates $13,371,056.00 from the State General Fund to the Office of the Secretary of State for fiscal year 2025 (July 1, 2024 – June 30, 2025).

Authorizes $25,325,707.00 in special source funds for the Secretary of State, including $1,750,000.00 for the Land Records Maintenance Fund, $4,215,393.00 for the Elections Support Fund, and $11,000,000.00 for the Public Trust Tidelands Fund.

Authorizes 96 permanent positions and 12 time-limited positions for the agency and establishes that personal services appropriation for FY2026 cannot exceed FY2025 levels unless new programs or positions are added by the Legislature.

Allocates $1,000,000.00 for cybersecurity and election integrity expenses and $500,000.00 maximum for principal and interest on bond issues for county voting systems.

Reappropriates $460,000.00 in General Funds and $1,200,000.00 in Capital Expense Funds from prior authorization for disaster data recovery and voting modernization purposes.
