Appropriates $6,658,958.00 to the State Treasurer's Office for fiscal year 2025 (July 1, 2024 - June 30, 2025) from special funds in the State Treasury.

Authorizes 37 permanent positions with no time-limited positions; restricts salary actions and position escalations to prevent exceeding appropriated personal services funds unless new programs or positions are added by the Legislature.

Appropriates $35,000,000.00 to the Mississippi Prepaid Affordable College Tuition Trust Fund for paying prepaid tuition contracts, with authorization for up to $1,000,000.00 to be escalated from program funds.

Appropriates $150,000.00 to the Education Improvement Trust Fund No. 3219 for investing funds.

Allocates appropriated funds to three program budgets: Mississippi Prepaid Affordable College Tuition program ($1,854,655.00), Mississippi Affordable College Savings program ($177,860.00), and Treasury Office Support programs ($4,626,443.00).
