Appropriates $21,420,879 from the State General Fund and $374,213,496 from the State Treasury to the Mississippi Development Authority for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes 158 permanent and 39 time-limited positions for the authority; prohibits using vacancy funds for promotions or salary increases for current employees.

Establishes performance targets for economic development, community development, and tourism programs, including 1,000 national recruitment contacts, 26 million annual visitors, and $7 billion in travel revenue.

Allocates specific funds: $4.8 million for tourism advertising, $1 million to Innovate Mississippi, $500,000 to Mississippi Main Street Association, $1 million to Mississippi Museum of Art, and $40 million for site development grants.

Reappropriates $744,784 from Gulf Coast Restoration Fund and $246,431 from Capital Expense Fund for previous fiscal year projects; requires quarterly reporting on Gulf Coast Restoration Fund projects to the Legislative Budget Office.
