Reappropriates $61,692,892 in Coronavirus State Fiscal Recovery Funds to the Office of Workforce Development for FY2025.

Reappropriates $440,194,638 to the Department of Environmental Quality for the Mississippi Municipality and County Water Infrastructure (MCWI) Grant Program.

Reappropriates funds totaling approximately $1.3 billion across 18 additional state agencies and programs, including the Department of Health ($413.7 million), Department of Mental Health ($51.2 million), University of Mississippi Medical Center ($56.9 million), and others for COVID-19 response and recovery efforts.

Prohibits reappropriated funds from being used for employee premium payments and requires agencies to certify compliance with U.S. Department of Treasury guidelines for the American Rescue Plan Act.

Establishes that if federal auditors determine funds were spent improperly, the responsible agency or recipient must repay the misused funds to the State of Mississippi for repayment to the federal government.
