Appropriates $1,000,000 from the Coronavirus State Fiscal Recovery Fund to the City of Carthage, Mississippi for repair, renovation, upgrade and improvement of the city's wastewater treatment facility for fiscal year 2025.

Requires the City of Carthage to verify that each expenditure is eligible under Section 602 of the federal American Rescue Plan Act of 2021 (ARPA) and that recipients have not received reimbursement from other sources including insurance proceeds.

Mandates compliance with the Single Audit Act and federal Uniform Guidance requirements regarding internal controls, sub-recipient monitoring, and audit requirements.

Makes the City of Carthage and any recipients liable to repay the State of Mississippi if federal inspectors determine funds were expended improperly, resulting in required federal repayment.

Takes effect July 1, 2024.
