Appropriates $20,000,000 from the Capital Expense Fund to the Department of Mental Health for a subgrant with Canopy Children's Solutions to construct and renovate the CARES Center, a children and youth psychiatric residential treatment facility for trauma recovery.

Requires Canopy Children's Solutions to designate a minimum of 33 beds with first priority admission for individuals under the care of the Department of Mental Health and Child Protection Services.

Mandates Canopy Children's Solutions to execute a promissory note and deed of trust securing the state's interest in the CARES Center and to reimburse state funds upon substantial breach of the operating agreement.

Defines substantial breach to include failure to maintain designated state beds to regulatory standards for three consecutive months, dissolution or bankruptcy of Canopy Children's Solutions, or permanent closure of the CARES Center.

Authorizes the Department of Mental Health to pursue legal action in Hinds County Chancery Court to recoup state funds in case of substantial breach, and releases the state from any obligation to maintain the facility.
