Appropriates $56,500,000 from the Coronavirus State Fiscal Recovery Fund to the Department of Finance and Administration Bureau of Building, Grounds, and Real Property Management for capital projects through June 30, 2025.

Eligible capital projects include water/wastewater/stormwater infrastructure, lead remediation, ventilation system improvements, COVID-19 mitigation measures, state park improvements, and other projects allowed under American Rescue Plan Act guidelines, excluding broadband.

Requires the Department to prioritize investments in drinking water, wastewater, and stormwater infrastructure unless the entity operates a congregate living facility.

Prohibits use of funds for employee premium payments and requires the Department to ensure compliance with federal Treasury Department guidelines and audit requirements before disbursing any funds.

Requires annual reporting to the Joint Legislative Budget Committee by October 1 listing all funded projects, allocated amounts, expenditures, and project status; departments must repay improperly used funds to the state.
