Appropriates $50,000,000 from the Coronavirus State Fiscal Recovery Lost Revenue Fund to the Mississippi Department of Transportation for surface transportation projects in the MDOT Three-Year Maintenance Program through June 30, 2025.

Requires projects to be shovel-ready and under contract with funds obligated by November 1, 2024.

Mandates MDOT determine each expenditure is eligible under federal American Rescue Plan Act guidelines and that recipients have not received reimbursement from other sources.

Requires MDOT to comply with federal Single Audit Act requirements, Uniform Guidance internal controls, and sub-recipient monitoring standards.

Prohibits use of appropriated funds for employee premium payments and requires MDOT to certify compliance with U.S. Department of Treasury guidelines; departments or recipients must repay improperly used funds to the state.
