• Authorizes creation of the Rankin County Stormwater Management Agency through county governing authorities and participating municipalities, subject to voter approval in a county-wide election.

• Agency board must develop a comprehensive stormwater management plan within 24 months and manage stormwater and drainage at the watershed level across the county.

• Board comprised of commissioners appointed by county supervisors and participating municipalities with assessed valuations of at least $75 million; Governor appoints one commissioner if needed to ensure odd number.

• Agency authorized to impose annual utility charges on real property owners based on contribution to stormwater accumulation and runoff, with charges levied by county board of supervisors and collected through tax collector.

• Agency granted broad powers including acquiring property and easements, constructing and maintaining stormwater systems, entering contracts, issuing bonds, and enforcing compliance; agency cannot exercise eminent domain.
