Authorizes Hinds County Board of Supervisors to enter into binding lease agreements, lease-purchase agreements, or ground leases for up to 30 years to acquire, maintain, construct, or equip law enforcement and public safety facilities or detention centers.

Permits the county to make associated infrastructure improvements and access road improvements as part of the leasing arrangement.

Allows certificates of participation issued by the county for constructing the law enforcement and public safety facility or detention center to be financed for up to 30 years.

Establishes that this authority is additional and supplemental to any other existing state law authority, operating under Title 31, Chapter 8 of the Mississippi Code of 1972.

Takes effect upon passage.
