Authorizes the Hattiesburg Convention Commission to use the design-build method of construction contracting under the same standards and conditions as provided for governing authorities in Section 31-7-13.1 of Mississippi Code

Amends Chapter 952, Local and Private Laws of 1991, which established the Hattiesburg Convention Commission for promoting conventions and tourism in the City of Hattiesburg

The Commission retains existing authority over construction, furnishing, equipping, and operation of convention and tourism facilities, with this new contracting method added to its powers

The Commission remains subject to public purchasing laws, public works contracts laws, and public bid laws as required by Mississippi state law
