Extends the sincerest condolences of the Mississippi Legislature on the passing of Elbert Riley Hilliard, Director Emeritus of the Mississippi Department of Archives and History, who died March 17, 2024.

Honors Hilliard's 39 years of service with MDAH, during which he served as the longest serving State Historic Preservation Officer in the nation and led the agency from 1973 until his retirement on December 31, 2004.

Recognizes Hilliard's major contributions including establishing the Division of Historic Sites and Archaeology, implementing Mississippi's State Antiquities Law, and overseeing the oversight of 17 historic properties including six National Historic Landmarks.

Acknowledges his numerous accolades including the Mississippi Medal of Service (2010), Mississippi Historical Society Lifetime Achievement Award (2017), and Delta State University Honorary Doctorate (2005).

Directs presentation of the resolution to Hilliard's surviving family, the MDAH Board of Trustees, and Delta State University, with copies provided to the Capitol Press Corps.
