Amends Senate Rule 65 to allow removal of Rules Committee members representing congressional districts through a three-fourths (3/4) caucus vote by Senators from that district at any time.

Requires congressional district caucuses to hold organizational meetings and elect a chairman and vice chairman, with meetings callable by the chairman or majority request.

Maintains existing Rules Committee structure with the President as nonvoting member, President Pro Tempore as Chairman, and four Senators (one from each congressional district) as voting members.

Preserves all existing duties and responsibilities of the Rules Committee including oversight of Senate business affairs, space assignment, personnel management, and ethics matters.
