Recognizes Lucas's 24-year tenure as Mayor of Mound Bayou (1969-1993), during which he secured funding to pave streets, construct water and sewer systems, and build public facilities and housing

Honors his role as a founding member of the Southern Conference of Black Mayors and his 1976 appointment by President Jimmy Carter as Chairman of the U.S. Public Health Service Corps Advisory Council

Acknowledges his earlier career as Executive Director of the Manpower Training Program (STAR), where he created education programs for poor and minority residents of Bolivar County

Directs that the resolution be presented to his surviving family, including his wife of 65 years, six children, and twenty grandchildren
