Recognizes Robbins' military service in the 26th Infantry, 21st Division under General Patton's 3rd Army, including his participation in the Normandy campaign and subsequent European operations

Acknowledges Robbins' post-war life, including founding Robbins Hardware Store with his wife Lillian, building Longview Baptist Church, and earning his high school diploma at age 96 in 2017

Notes that in 2019, Robbins was reunited with his first love from France after 75 years, thanks to Forever Young Veterans organization and French TV reporter Agnes Vahramian during the 75th anniversary of D-Day
