Reconstitutes the Mississippi Fair Commission as an independent body politic and corporate, reversing the 2020 transfer of its powers and duties to the Department of Agriculture and Commerce.

Establishes commission composition of seven members: the Commissioner of Agriculture and Commerce (as chairman), Mississippi State University Extension Service Director, Mississippi Cattlemen's Association President, Mississippi Farm Bureau Federation President, Junior League of Jackson President, Visit Mississippi Director, and Mississippi Horse Show Association President, each serving four-year terms without salary.

Restores to the commission full authority over state fairgrounds management, State Fair operations, livestock premium distributions, revenue bond issuance (up to $4,000,000), and acceptance of donations and naming rights agreements.

Requires the commission to appoint a director (subject to Senate confirmation) to oversee State Fairgrounds operations and maintain detailed minutes and reports for the Governor and Legislature.

Effective date: July 1, 2025.
