Creates the "Mississippi Inmate Labor Accountability and Rehabilitation Act" to regulate the sale of goods and services produced by inmates through the Mississippi Prison Industries Corporation.

Requires proceeds from inmate-produced goods and services to be allocated as follows: 25% to child support and court-ordered fines/restitution, 15% to the corporation for administrative expenses, 50% to a savings account available upon release, and 10% for inmate purchases of incidental expenses.

Establishes an oversight committee under the Department of Corrections Commissioner to review and approve the types of goods and services inmates may produce and sell.

Requires the Department of Corrections to publish an annual public report detailing the types of goods and services produced, sales generated, and allocation of proceeds toward inmate financial obligations.

Mandates that the Department provide educational programs and financial literacy training to participating inmates, with incentives such as reduced sentences or good behavior credits to encourage participation.
