Requires prosecutors to send written preliminary notice to law enforcement officers via U.S. mail or email before sending a Giglio letter or placing the officer's name on a Giglio list.

Notice must include description of the incident or issue, officer's right to request relevant documents and evidence, and the date, time, and location where the officer may present a defense with counsel present.

Prosecutors must notify officers in writing within 30 days after the hearing meeting of their final decision to send a Giglio letter or place the officer on a list.

Allows officers to appeal the prosecutor's decision to the circuit court in the officer's county of residence for de novo review, with appeal deadline of 30 days after receiving the prosecutor's decision.

Defines "Giglio letter," "Giglio list," and "prosecuting attorney" to include all state and local prosecutors, district attorneys, municipal attorneys, and contracted private attorneys providing prosecution services.
