Amends Section 33-15-11 of the Mississippi Code to modify the Governor's emergency powers regarding utility shutoffs during disasters or emergencies.

Limits the Governor's authority to suspend utility shutoff regulations to only authorizing local governing authorities to suspend water, electric, sewer, and natural gas shutoffs at their own discretion.

Prohibits the Governor from requiring local governing authorities to suspend utility shutoffs; the decision remains solely with local authorities on whether and how to implement suspensions.

Applies to emergencies caused by enemy attack, man-made, technological, or natural disasters that are beyond local control.
