Authorizes courts to impose surgical castration as an additional penalty for convictions under Mississippi Code Section 97-3-65 when the victim is under 13 years old, effective August 1, 2025.

Requires a court-appointed medical expert to determine within 60 days whether the defendant is an appropriate surgical candidate; castration procedure must be performed by a licensed physician through the Mississippi Department of Corrections.

Mandates the procedure be completed no later than one week prior to the defendant's release from incarceration.

Establishes penalties of 3-5 years imprisonment without probation, parole, or suspension of sentence for defendants who fail to appear or refuse the ordered procedure.

Exempts cases where surgical castration is determined to be medically inappropriate.
