Creates Section 41-57-33 to allow the State Registrar to issue a Certificate of Foreign Birth without judicial proceedings for children adopted from foreign countries who hold a Certificate of Citizenship under the Child Citizenship Act.

Exempts children with a Certificate of Citizenship from judicial proceeding requirements under Sections 93-17-301 through 93-17-307.

Requires applicants to submit the child's Certificate of Citizenship, certified foreign birth certificate with English translation, foreign adoption documents certified by the U.S. Embassy with English translation, child's social security card, valid government-issued photo identification of parent(s), and proof of Mississippi residency.

Directs the State Registrar to develop necessary forms for adoptive parents to request a Certificate of Foreign Birth.

Takes effect July 1, 2025.
