Creates a nine-member study committee to examine funding and full payment of health insurance for retired certified law enforcement officers, firefighters, and other first responders who have reached Public Employees' Retirement System retirement age.

Committee membership includes presidents of five first responder associations (Law Enforcement Officers, Sheriffs, Chiefs of Police, Fire Chiefs, and Firefighters), one state senator, one state representative, one Department of Finance and Administration member, and one Public Employees' Retirement System Board of Trustees member.

Committee members must be appointed within 30 days of the bill's effective date, with the committee electing its own chair, vice chair, and other officers at its first meeting.

Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) shall provide staff and administrative support to the study committee.

Study committee shall be dissolved on or before January 1, 2026.
