Adds requirement that any monument, display, statue, memorial, or nameplate on State Capitol grounds cannot be constructed or removed without authorization by an act of the Legislature.

Prohibits governing bodies from considering construction or removal of monuments on State Capitol grounds without prior legislative authorization.

Maintains existing protections for military and historical monuments on public property statewide, preventing relocation, removal, disturbance, alteration, renaming, or rededication.

Allows governing bodies to move memorials to more suitable locations and to perform maintenance, preservation, care, repair, or restoration work without legislative approval.

Amends Section 39-5-5 to make the Board of Trustees of the Department of Archives and History subject to the new State Capitol grounds restrictions; takes effect July 1, 2025.
