Creates the crime of "abortion trafficking," making it a felony for an adult to recruit, harbor, or transport a pregnant unemancipated minor within or outside Mississippi to obtain an abortion with intent to conceal it from the minor's parents or guardian.

Establishes an affirmative defense if the minor's parent or guardian consented to the trafficking.

Specifies that the location of the abortion provider or abortion-inducing drug provider in another state does not constitute a defense to prosecution.

Penalties for conviction include a fine between $1,000 and $10,000 and/or imprisonment for 2 to 5 years.

Grants the Mississippi Attorney General authority to prosecute violations if the local prosecuting attorney refuses to do so without regard to facts or circumstances; effective July 1, 2025.
