Establishes the Mississippi Paid Family and Medical Leave Insurance Program administered by the Department of Employment Security, effective January 1, 2028.

Provides covered employees 12 weeks per year of paid family and medical leave for birth/adoption, caring for family members with serious health conditions, employee's own serious health condition, or military family qualifying exigencies.

Sets weekly benefits at 90% of average weekly wage (minimum $30, maximum equal to state average weekly wage) with employees and employers funding the program through premiums collected starting January 1, 2027.

Requires employers to restore employees to their same or equivalent position upon return from leave, maintain health insurance benefits during leave, and prohibits discrimination or retaliation against employees using the program.

Creates the Family and Medical Leave Insurance Fund in state treasury; requires Department to report annually to Legislature and conduct public education campaign in English, Spanish, and languages spoken by 10%+ of state population.
