Exempts the Mississippi Department of Mental Health from competitive bidding requirements for all purchases and contracts through December 31, 2031.

Exempts the Department of Mental Health from Public Procurement Review Board review and approval for personal or professional services contracts through December 31, 2031.

Adds Section 31-7-13(m)(xl) to create the exemption for Department of Mental Health purchases under public purchasing law.

Adds Section 27-104-7(2)(f)(17) to create the exemption for Department of Mental Health personal and professional services contracts from board review.

All exemptions automatically expire on December 31, 2031, unless extended by future legislation.
