Amends Section 37-135-31 of Mississippi Code to correct the reference to federal law regarding active duty military service from "Sections" to "Chapters 1209 and 1211" of 10 USC.

Establishes an Interstate Compact on Educational Opportunity for Military Children to remove educational barriers for children of active duty military members by facilitating timely enrollment and preventing disadvantages from frequent moves and deployment.

Requires receiving schools to enroll military children based on unofficial educational records pending receipt of official records, with official records to be transferred within 10 days.

Provides kindergarten and first grade students the right to continue at their current grade level regardless of age, allows course placement honors based on prior school enrollment, and grants military children eligibility for extracurricular activities regardless of application deadlines.

Creates an Interstate Commission with voting representatives from each member state to enforce the compact, establish rules, resolve disputes, and collect data on educational transitions of military children.
