Creates new provisions in Mississippi Code sections 25-11-147, 25-11-321, and 25-13-37 requiring members of the Public Employees' Retirement System (PERS), Supplemental Legislative Retirement Plan (SLRP), and Mississippi Highway Safety Patrol Retirement System (MHSPRS) to forfeit all retirement benefits if convicted of or pleading guilty/nolo contendere to a felony involving $50,000 or more in public funds committed on or after July 1, 2025.

Establishes court proceedings to determine eligibility for termination and forfeiture, with notice to the member and named beneficiaries; termination becomes effective only after all appeals are exhausted or appeal deadlines expire, as confirmed by the Attorney General.

Provides that terminated members receive refunds of their accumulated contributions without interest within 90 days and cannot repurchase creditable service or regain benefits from the forfeited service period, though they may rejoin if subsequently employed.

Specifies that members belonging to multiple retirement systems are terminated only from the system covering their employment at the time of the crime, and clarifies that forfeiture does not constitute an attachment or assignment of benefits.

Makes termination and forfeiture non-appealable administrative decisions, with ambiguities resolved in favor of the member; effective July 1, 2025.
